IMPLEMENTASI KEBIJAKAN LITERASI DIGITAL DALAM MENCEGAH DISINFORMASI DAN MENINGKATKAN ETIKA KOMUNIKASI MAHASISWA DI PERGURUAN TINGGI

Abstract

Transformasi komunikasi digital di perguruan tinggi memperluas akses mahasiswa terhadap pengetahuan, tetapi sekaligus meningkatkan paparan terhadap disinformasi, manipulasi visual, ujaran kebencian, pelanggaran privasi, dan praktik komunikasi yang tidak etis. Karena itu, penelitian ini bertujuan menganalisis implementasi kebijakan literasi digital dalam mencegah disinformasi dan meningkatkan etika komunikasi mahasiswa dengan menelaah desain kebijakan, pelaksanaan program, faktor pendukung dan penghambat, serta model penguatan yang relevan bagi perguruan tinggi. Penelitian menggunakan kajian literatur integratif terhadap 32 sumber ilmiah dan dokumen kebijakan yang diterbitkan pada 2020–2025, ditelusuri melalui basis data ilmiah dan situs lembaga resmi, kemudian dianalisis melalui pemetaan sumber, pengodean tematik, perbandingan antarsumber, dan sintesis argumentatif. Hasil kajian menunjukkan bahwa kebijakan literasi digital yang efektif tidak cukup dilaksanakan melalui seminar insidental, tetapi harus diintegrasikan ke dalam kurikulum, pembelajaran berbasis kasus, layanan perpustakaan, tata kelola kemahasiswaan, komunikasi kelembagaan, teknologi informasi, dan mekanisme penanganan pelanggaran; model yang dihasilkan mencakup lima dimensi, yaitu regulasi, pendidikan, budaya, teknologi, dan akuntabilitas, dengan keberhasilan yang ditentukan oleh komitmen pimpinan, kompetensi dosen, kolaborasi lintas unit, partisipasi mahasiswa, serta evaluasi berkelanjutan.
